One of my friends experienced it first-hand twice this month.
One time he gave 800Dirhams ($200) to a family.
They were riding in a land cruiser, they stopped beside my friends' parked car.
The family said they're only visitors in the UAE and the father said he lost his wallet.
They have Oman license plate.
Another time while we were waiting in a red traffic light,
a van stopped beside us, the driver rolled down his window and asked for help.
He said he do not have money for petrol and food.
He look genuinely upset, his car have Saudi license plate.
We told him to go and ask help from police.
This must be stopped or else they will keep on cheating other people also.
Be careful and alert always.
